The Fourth International Conference «Physical and Technical Informatics (CPT2016)» was held in the city of Larnaca (Republic of Cyprus) at the Princess Beach 4-stars hotel from 8 to 15 May 2016.

A year has passed since the day of our traditional international conference at Ki-pre, or, better to say, a whole era of the birth of interesting ideas, testing of new developments and their implementation. Yes, yes, an entire epoch — if we consider this time through the prism of perception of the scientific community, both world and domestic. Import substitution, however, like all other spheres of human activity, requires from the country the most breakthrough technologies and ambitious projects, on which, by the way, not only Russian scientists, but also their colleagues from many countries of the world are actively working. And it is not surprising — after all, it has long been clear to everyone that international cooperation is only for the benefit of national science, and, accordingly, social spheres of life — health care, medicine, education…

One of the reports presented at our conference «Modern educational technologies based on a virtual environment» acquaints us with the advanced foreign and domestic experience of introducing modern information technologies into the educational process based on virtual environment technologies. They provide an overview of technical and software solutions for virtual environments, consider schemes for obtaining a stereo effect, which is key for a realistic representation of 3D objects and scenes. Particular attention is paid to the «VEonPC virtual environment system», the technological base of educational content with 3D graphics is presented.

In the joint work «The Significance of Retelling in English as a Foreign Language, Using a Multimedia System Based on Internet Technology», domestic, Chinese and Taiwanese scientists solve another problem in the field of education, identifying the impact of using the system in educational activities on speaking skills in English as a foreign language.

An interesting work «Minimizing the probability of errors in object recognition by a group of unmanned aerial vehicles» — it presents a method of evolutionary matching in problems of neural network object recognition by a team of onboard computing devices, solved the problem of making decisions with a minimum probability of erroneous object recognition. Theorems on the conditions for the existence of such a solution are formulated and proved. The scope of application of the theory for solving the problem of contextual text recognition by a group of experts has been expanded.

Astronomy is one of the oldest sciences of mankind, always people have thought — are we alone in the Universe? In the work «Visual investigation of the waveforms of radio telescopes of the phased array type», numerical modeling and visualization of the sensitivity diagram of the SETI ATA-42 radio telescope were carried out. The mechanisms of the penetration of near-Earth signals through the side lobes of the telescope, which are responsible for the failure of the detection algorithm used in the search for signals of extraterrestrial origin, are also considered. Methods for registering weak radio-astronomical signals described in the work of the same name will help to study stars. These methods suppress electromagnetic interference, in particular, screening out radiation from sources in the near-Earth space, which penetrates the radio telescope through the side lobes. The developed program modules are integrated into the Zvezdny Dozor radio astronomy monitoring system and are used to detect narrow-band signals in the SETI database and pulsar signals recorded by the BSA telescope at the Pushchino Radio Observatory.

The eternal mystery of black holes — a team of Russian specialists worked on it, the result of their brainstorming is reflected in the work «The Tachyon Model of Dark Matter». Calculations in the weak-field limit show that the resulting concentration of matter in this model leads to gravitational effects equivalent to the presence of a dark matter halo around a black hole. In particular, the model reproduces asymptotically constant rotation curves of galaxies in the limiting case when the tachyon fluxes of the central supermassive black hole make the main contribution to the gravitational field.

A single portal of state and municipal services is a complex, multi-level and highly loaded information system. The number of its users is almost 50 million citizens. Every day, the EPGU support service processes thousands of requests from users. In the work «Revealing the problems of the portal of public services based on the analysis of the texts of users’ appeals», the existing methods of text analysis are investigated and the results of their work on the texts of users’ appeals are demonstrated.

The authors of the article «Modern tracking devices for virtual environment systems» consider the problem of positioning in a virtual environment, as well as existing optical tracking systems, give their comparative characteristics in the context of the problem under consideration. Such a topic as visualization in a virtual environment is extremely relevant today. In the work «Research and development of a gesture interface for working with a digital hologram visualization tool in a virtual environment», the possibility of introducing a gesture interface based on a leap motion camera into a tool for visualizing digital holograms in virtual reality is investigated, an interaction interface based on this gesture interface is proposed. face with visualization system.

Science and sports cannot do without each other. In the article «Methods for viewing a ski slope in a virtual environment», an approach to building a ski slope preview system in a virtual environment is proposed. The results obtained can be used to simplify and speed up familiarization with the features of the slope.

Very interesting is the «Project of a system for checking the quality of published and borrowed multidimensional measurement data in electronic and paper publications for use in MIPT-IHEP-IIPT». This work presents a draft design of the layout of the system for checking the quality of the presentation of multidimensional measurement data in scientific electronic and paper publications and converting them to a single standard for the exchange of multidimensional measurement data in a computing environment. Such a system is necessary when preparing data for publishers, as well as when borrowing multidimensional measurement data from electronic and paper publications, scientific, technical, publishing and metrological sites, which still offer readers and users incomplete, incorrect and internally inconsistent numerical data.

In the article «Analysis of the behavior of ICS manufacturers» the authors provide a comparative analysis of various pricing strategies, discuss the prerequisites for building a model capable of predicting and recommending optimal behavior for both ICS manufacturers and manufacturers of any high-tech products.

Hotel «Princess Beach 4 *» is part of the Louis Hotels chain. In 2008 the hotel was completely renovated. The sandy beach that stretches along the entire tourist area of ​​Larnaca, the width of the beach is about 20 m. Not far from the hotel are Larnaca Castle and Lazaros Church.
